Parameters

rssi	Measured RSSI in dB
rscp[Optional]	Measured RSCP in dBm
ecio[Optional]	Measured ECIO in dBm.
sinr[Optional]	Measured SINR in dB. -15 dB is sent to clients if the actual SINR is less than -15 dB
